Question regarding the Manual on Uniform Traffic Control - Multiway Stop Applications?

I have two questions regarding Section 2B.07 Multiway Stop applications

Under part D. where it says “Where no single criterion”, does that mean parts A. B. and C. or does it mean parts A., B., C.1, and C.2?

Under the Guidance part D., when analyzing C.1 and C.2 for the 80% criteria do I use the original volumes in C.1 and C.2…. or do I apply part C.3 (70% reduction) and then analyze the 80%?Question regarding the Manual on Uniform Traffic Control - Multiway Stop Applications?
Please see the following link:

As I read it, if you satisfy criteria B, C.1, and C.2 to 80% of the minimum values (EXCLUDING C.3), you're golden.

My vote would be to put in a traffic circle with good signage and have done with it.... much more efficient if you don't require a light. Perhaps too ';European'; for the U.S. But I see it is gaining popularity.

By the way, please use the discussion area under technical assistance on the website for clarification.

Yahoo (nor myself) isn't usually the best place for exact answers when there is a possibility of litigation involved with your actions.Question regarding the Manual on Uniform Traffic Control - Multiway Stop Applications?
Perhaps for most intersections. But there are intersections which would most likely satisfy B, C.1 and C.2 without ever having someone enter the intersection at 65kph (C.3). See Michigan. Lee road at US 23. There are 3 traffic circles to manage the traffic volume
